A light cloud cover can make an ocean sunset like this one from the Tubbataha marine park truly spectacular. Aside from the usual yellows and orange colors of the setting sun, some scattered clouds can catch the more interesting shades of red and magenta. For sunset and sunrise photography I usually use a graduated neutral density filter made by Singh-Ray to balance the difference in light intensity between the brighter sky and the darker sea in the foreground.
